BYLAWS

ARTICLE I - NAME AND POLICY

The name of this caucus shall be the Women's Caucus of the Young Democrats of America (herein referred to as the WCYDA). This caucus shall operate in conformity with the Charter and Rules of the Young Democrats of America (herein referred to as the YDA). The purpose of this caucus shall be to promote the involvement of young women in the political process; to promote efforts to make the political process more inclusive and more effective at the local level; and to support women who live up to the principles of the WCYDA, the YDA, and the Democratic party.

ARTICLE II - MEMBERSHIP

A.

  

Voting membership in the WCYDA shall be open to all women members registered with their local Young Democrats organization and the YDA.

 

 

B.

Chartered state/territories of the YDA will have one vote each and how this vote is cast will be determined by the members of the respective state/territory.


ARTICLE III - ELECTION OF OFFICERS

There shall be four officers of the WCYDA, namely a Chair, a Vice Chair, a Secretary, and a Treasurer. WCYDA Chair, Vice Chair, Secretary, and Treasurer will be elected by a majority of the votes cast at a National Convention Caucus.

ARTICLE IV - POWERS AND DUTIES OF THE OFFICERS

A.

  

The Chair shall be the Chair of the Executive Board and all meetings of the WCYDA. The Chair will have the authority to call any meeting deemed necessary, giving at least (20) days written notice. The Chair shall be the official spokeswoman for the WCYDA. She shall serve as the official liaison between the WCYDA and the YDA Executive Committee. She shall coordinate the activities of the WCYDA.

 

  

B.

The Vice Chair shall be responsible for Special Projects of the WCYDA and shall serve as Chair in the absence of the Chair. Further, if a vacancy occurs in the Chair, she will automatically assume the Chair.

 

 

C.

The Secretary shall be responsible for the mailings to the WCYDA and the Executive Committee. She shall take minutes at the meeting of the WCYDA and the Executive Committee. She shall issue correspondence at the direction of the Chair and the Executive Committee. The Secretary shall be responsible for mailing out the minutes to the WCYDA Officers and Executive Committee, and for mailing out the notices for the Executive Committee meeting at least twenty (20) days prior to the meeting.

 

  

D.

The Treasurer shall maintain the financial record of the WCYDA. She shall propose fundraising ideas to the WCYDA Executive Committee.


ARTICLE V - EXECUTIVE COMMITTEE

A.

  

The membership of the WCYDA Executive Committee will be as follows: the WCYDA officers, the National Committeewoman for each chartered state/territory, the YDA officers and Regional Directors who are women, and the chartered state/territories' Presidents who are women.

 

 

B.

The Executive Committee must meet on at least four occasions between National Convention. The Executive Committee will meet in conjunction with the YDA National Committee.


ARTICLE VI - PARLIAMENTARY AUTHORITY

The latest edition of Robert's Rules of Order shall govern all proceedings except when inconsistent with the bylaws and charter of the WCYDA and the YDA.

ARTICLE VII - QUORUM

A majority of the chartered states/territories present will constitute a quorum for the transaction of business with the WCYDA.

ARTICLE VIII - AMENDMENTS

These bylaws may be amended by a vote of the majority of the chartered state/territories of the WCYDA at the National Convention. These bylaws may also be amended by a vote of 60% of the Executive Committee, provided that at least twenty (20) days written notice of the meeting and any proposed amendment has been given to all members of the Executive Committee. Providing further that said amendment by the Executive Committee shall expire and be null and void at the adjournment of the next National Convention unless confirmed by a majority of the chartered states/territories at said convention.

ARTICLE VIII - ADOPTION

These bylaws were approved as amended by the WCYDA Executive Committee on Friday, August 13, 1993.
